This is a video of "Kanchu-Misogi" (Japanese Cold-Endurance Purification Ceremony) which is held annually in January at Sakaenoyashiro Shrine in the center of Fukui City.
Men in white Byakkon the white loincloth, women in white Nagajuban the white gown robe gather around and row boat in gestures singing songs which is a warm-up exercise called Tori-fune Gyouji (Bird Ship even). And next, they pour cold water on themselves.
